
- Coordinate the design, implementation, reconciliation and Data Assurance of CBT at the WFP Mali office with different unit and partners (CP and FSP) to reach beneficiaries in the country's various regions through different transfer mechanisms on one hand and coordinate technical relationships with the government teams in charge of cash transfers and social protection in order to enhance the effectiveness, efficiency and coherence of the cash coordination and payment platforms on the other.
- Manage and follow up on strategic and operational cross-cutting issues related to the CBT in Mali.
- Provide technical support to activity managers on strategic planning for the roll out of CASH BASED TRANSFERS in the country strategic plan.
- Participate in the drafting of proposals with the Activity Managers; analyse and manage the funds received in the best possible way so that no funds are lost and are used according to the various donor constraints and WFP restrictions, and report on the funds concerned in close collaboration with Finance, Budget unit and the sub-offices.
- Coordinate with VAM, the multifunctional assessments through the multifunctional cash working group, perform the market profiling, mapping of reliable and suitable financial service providers and delivery mechanism; risk analysis and select the appropriate payment solution regarding.
- Work with the Partnership section to draft the various proposals and donor reports.
- Provide support to the procurement processes for contracting Financial Service Provider with the support of Legal and Finance units and monitor the processes related to the selection and evaluation of Financial Service Providers (FSPs), in collaboration with the Supply Chain Unit
- Strengthen existing targeting and intervention modalities in conjunction with the Food Security cluster and the external Cash Working Group and ensure internal documentation and effective implementation (SOPs) are in place.
- Manage partnerships in conjunction with the Field offices and the CPM section (selection, development of contracts, monitoring of implementation, supervision of reporting and evaluation).
- coordinate the inter-cluster cash working group for better coordination and capacity strengthening among actors
- coordination the due diligence for financial service provider meeting with technical support of Finance, Procurement and other functional unit and for the retailer help procurement in the procurement process and supply for contracting financial service providers.
- Lead the Cash Working Group and follow up on issues identified and recommendations:
- Support the rollout of the SCOPE platform, IDM and adoption of new payment technologies,
- keep the CBT procedures (SoPs) update, standards and conduct regular training to keep WFP staff update on their implementation and set-up M&E tools for CBT.
- Conduct oversight missions in the field and coordinate technical after-action review.
- Coordinate the implementation, reconciliation and Data Assurance of CBT at the Aera Office with different unit and partners (CP and FSP) to reach beneficiaries through different transfer mechanisms.
- Coordinate the emergencies responses at the field level
- Ensure the CBT coordination in the field within the Area Office.
- Coordinate multifunctional activities related to cash transfer (assessment, feasibility studies, partnership, contracting, targeting, implementation, monitoring and reporting) in the field.
- Develop innovative solutions for beneficiary registration and payment.
- Proceed (in coordination with RAM BPU, Supply chain, Finance) to the cost efficiency and cost effectiveness analysis between in-kind and cash transfer modalities.
- Elaboration of CBT Standard Operating Procedures, tools and processes for use in aera Office and Sub Offices operations
- Lead technical discussions for WFP with the government to revise the national social protection strategy
- Representation of WFP in inter-agency/government/donor meetings, as well as with financial and IT service providers
- Organize review and quality assurance of Cash Based Transfers activities (Coordinate the Beginning of digitalization of beneficiary data and transfer management through SCOPE platform).
- Analyse the CBT Risk and update the risk matrix for Cash Based Transfers activities.
- Help the CBT Coordinator in the coordination of WFP cash transfer activities within WFP (between different unit us member of internal CWG) and with other actors using cash as a transfer modality (NGO, CP, FSP, UN and government in the external CWG)
- Provide management support to suboffices and technical subunits to ensure that the various documents and activities required for implementation are completed on a timely.
- Ensure the analysis of the effectiveness and efficiency of the interventions to guide the decision making on the choice of the transfer modality in coordination with VAM, BPU, Supply chain, Finance.
- Monitor the relevance of the value of the transfers and advise on the need to revise it according to price variations and taking into account programmatic objectives.
- Prepare the reports received showing the funds received and funds consumed with the number of beneficiaries reached in relation to the planned beneficiaries based and present it to the program manager.
- Support the program manager in the development of Cash Based Transfers programs, tools and the development of the operation plans (SOP) for Cash Based Transfers activities.
- Participate in budget planning and fund tracking for Cash Based Transfer Value and Transfer cost.
- Coordinate reconciliation process.
- Provide technical support to Sub-Offices and partners in the field and other service providers.
